Preheat oven to 375 degrees.
Cream butter, vanilla, and water until smooth. Add both sugars and mix well.
1 cup butter, 1 Tablespoon vanilla extract, 1/3 cup water, 3/4 cup white sugar, 3/4 cup brown sugar
Add flour, cocoa powder, baking soda, baking powder, and salt and mix until well combined.
2 1/2 cup flour, 1/2 cup cocoa powder, 1/2 teaspoon baking soda, 1 teaspoon baking powder, 1/2 teaspoon salt
Stir in Andes Baking Chips.
1 bag Andes Creme De Menthe Baking Chips
Roll the dough into 1 inch balls and place on ungreased cookie sheets.
Bake for 8 minutes.
